California News

California Budget Update

At press time, we learned that a tentative deal has been reached on the state budget and a vote is expected on Friday. We will release an update on our website as soon as we are able to confirm the outcome.

A budget deal could be just around the corner…or down the street, across the bridge and out of town. We have long since abandoned any confidence in our abilities to anticipate when this drawn out process will likely conclude. We do know that the Governor and legislative leaders have been meeting with increased urgency during the past week and are reportedly close to an agreement.

We also know that the Senate Pro-Tem, Senator Darrell Steinberg, is committed to bringing the revised budget plan to a vote this week in both the senate and the assembly. However, in Steinberg’s words, “There is not any deal to announce at this point.”

There have been some indications that the Governor may be backing off his original proposal to consolidate all categorical funding into the general fund. More recent language suggests reforming rather than eliminating categoricals to provide local districts with more flexibility.

The consequences of inaction continue to mount as the stalemate continues. Some speculate that the delay has been influenced by uncertainty around the funds states may receive via the federal stimulus package currently under consideration in Washington. The theory goes that were federal funding to become available, it might help offset some of the deficits California faces and alter the equation of an agreement. Again, this is speculation.

Jack O’Connell Delivers State of Education Address
As California grapples with an unprecedented budget shortfall and the nation's economic crisis, O'Connell made the case for school-funding reform and increased investment in public education as keys to California's economic recovery. O'Connell also urged educators and policymakers to continue the focus on closing the achievement gap even as schools prepare for staggering cuts in funding. Click here.

Alliance Launches Advocacy Program in Salinas
A group of about 40 government officials, educators, and representatives of the business and arts communities gathered recently in Salinas County to build support for arts education. Salinas is one of 10 California cities chosen to take part in a pilot project sponsored by the California Alliance for Arts Education. For more information, click here and here.

Principal of Tuolumne County Arts Charter School Offers Insights

Chairman Miller to Hold Hearings on the Impact of the Arts
U.S. Representative George Miller (D-CA), chairman of the House Education and Labor Committee, announced plans to hold a series of hearings this spring examining how the arts benefit the nation’s economy and schools, and what can be done to improve support for arts and music. Click here.

Obama Appoints Powell Acting Chair of NEA After Gioia Departure
President Obama has appointed a new acting chair for the NEA, Patrice Walker Powell, former director of the NEA's Expansion Arts Program, which concluded in 1995. Powell was responsible for oversight of NEA-funded programs in rural, inner city, tribal and ethnically diverse communities. Click here.

Kennedy Center Reaches Out to Arts Organizations in Crisis
The Center recently broadened its scope to serve as a national resource for arts organizations grappling with shrinking income, reduced patronage and other difficulties. Any nonprofit arts organization can sign up for free assistance, including e-mails, telephone calls, Web chats or site visits. Click here.

Christopher Knight Votes for Ballet Not Bombs

Wallace Foundation Offers Tools & Resources
Based on a rigorous study of 111 diverse, quality programs in six U.S. cities, the report (click here), The Cost of Quality Out-of-School-Time Programs, offers a data-filled exploration of the cost of high quality after-school and summer services. The researchers who prepared the report also worked with Wallace to create an online out-of-school time cost calculator to help users calculate the costs of various options for high quality OST programs. Art Association Plans Youth Art Month

Los Angeles Launches Online Handbook for Arts Education
The Los Angeles County Arts Commission, San Francisco Arts Commission and Santa Clara County Office of Education recently launched “Designing the Arts Learning Community: a Handbook for K-12 Professional Development Planners.” The handbook represents an ongoing collaborative approach to learning in the arts and demonstrates how to grow and sustain a learning community to support arts instruction. On April 20-21, 2009 the California County Superintendents Educational Services Association (CCSESA) and the California Alliance for Arts Education will co-sponsor the State of the Arts Leadership in Arts Education Conference in Sacramento. Teaching Artist Workshop Series: Finding Grants for Your Art Programs
February 24th, 4:00-7:30 p.m. at the Sacramento Metropolitan Arts Commission The focus will be on finding funding sources for collaborative projects (not for individual artist projects). SMARTer Kids Foundation Connections Program Open to 6th Grade
The SMARTer Kids Foundation of Canada is now accepting applications for the 2009 to 2010 Connections program, a collaborative learning program for sixth-grade classes from Canada and the United States. Through the Connections program, teachers and students from participating classrooms collaborate on curriculum-based projects with the goal of developing mutual respect and understanding. The SMARTer Kids Foundation of Canada supports this goal by equipping participating schools with education technology and by providing professional development for participating teachers. William T. Grant Foundation Youth Development Grant
