Funding Update
As we settle into the new school year, the Alliance is hearing from advocates around the state with questions and concerns regarding the proper usage of the Arts Block Grant funds. We will continue to do what we can to help clarify the intent of this funding. Our understanding is that the Department of Education will soon be releasing a “Frequently Asked Questions” (FAQs) document to answer some of these questions.

Just in case you can’t remember exactly what the law says:

Arts & Music Block Grant: $105M
Ongoing Budget Line Item: 6110-265-0001
Program 20.15--Arts and Music Block Grant

Provisions:
1.    The funds appropriated in this item shall be for the purpose of providing block grants to school districts, charter schools, and county offices of education to support standards-aligned art and music instruction in kindergarten and 1 to 12, inclusive. It the intent of the Legislature that these funds supplement, and not supplant, resources for arts and music.
2.    The State Department of Education shall allocate the funding to districts, charter schools, and county offices of education at an equal per pupil amount on the basis of a minimum of $2,500 for schoolsites with 10 or fewer students and a minimum of $4,000 per schoolsite with more than 20 students.
3.     The funds appropriated in this item may be used for hiring of additional staff, purchase of new materials, books, supplies, and equipment, and implementing or increasing staff development opportunities, as necessary to support standards-aligned arts and music instruction.

Estimated Apportionment: $15.94 per pupil; 75% in January 2007, 25% in
September/October 2007.

Arts, Music & Physical Education Supplies & Equipment Funds: $500M
One-time Legislation: AB 1802 Sec. 43 (A) 16

Five hundred million dollars ($500,000,000) for transfer to Section A of the
State School Fund for allocation by the Superintendent of Public Instruction to school districts, charter schools, and county offices of education on the basis of an equal amount per unit of average daily attendance, as defined in subdivision (b) of Section 42235.5 of the Education Code, and including average daily attendance used to compute funding for small school districts pursuant to Article 4 (commencing with Section 42280) of Chapter 7 of Part 24 of the Education Code, reported for the second principal apportionment for the 2005-06 fiscal year pursuant to Section 41601 of the Education Code. However, a public school shall not receive less than two thousand five hundred dollars ($2,500). That allocation shall be used solely for one or both of the following:

   (A) Art and music supplies and equipment.

   (B) Physical education supplies and equipment.
(C) Professional development.
Estimated Apportionment: $83.04 per pupil; 75% in early May 2007, 25% in late May 2007.

Los Angeles Receives $50 Million for Public Schools
Los Angeles Mayor Antonio Villaraigosa has announced a ten-year, $50 million commitment to the Partnership for LA Schools from local real estate developer Richard Lundquist and his wife, Melanie.  The largest individual donation ever made to Los Angeles schools is the lead gift in a fundraising campaign designed to raise millions for the school system. The gift will be tied to strict accountability measures structured around academic and school safety targets, including test scores, graduation and drop-out rates, and student safety measures.  To read the full article, click here.   (Source: Philanthropy News Digest)

Creativity, Ingenuity, Innovation: Needed for Global Economy
Ironically, there is a growing consensus that creativity, ingenuity; innovation will be the key to America’s salvation in the new global economy. But instead legislation is being passed that calls for $33.6 billion for research and education programs for “science, technology, engineering and math to address the challenges facing American competitiveness in the global economy. Arts Being 'Left Behind' Under No Child Program
As Congress prepares to debate reauthorization of the No Child Left Behind Act, the Pennsylvania Art Education Association is organizing a local letter-writing campaign to stress the importance of art and music programs in the classroom.  They are inviting teachers and parents to pen notes to federal legislators describing how the arts have made a difference in their lives or the lives of their children.  To read the full article, click here.

Oregon District Plans Systemic Arts Education
A couple of years ago, when Oregon schools were squirming under a seemingly unstoppable budget ax, the notion of a district hiring a consultant to help guide an expansion of the arts would have been unthinkable. But the Springfield School District is doing just that and more. Through an initiative dubbed Arts Matter (formerly Arts as a Signature), the district hopes to build on what officials believe is already a strength by ensuring that a rich, varied and integrated arts curriculum is available to students in every building, at every grade level.  To read full article, click here. New Jersey Arts Education Census Project Report: WITHIN OUR POWER: The Progress, Plight and Promise of Arts Education for Every Child
The Report includes the highlights, findings and recommendations from the New Jersey Arts Education Census Project and is the result of collaboration between numerous organizations. WITHIN OUR POWER reports that New Jersey has made great strides in achieving equal access to arts education for all students in the state but there is still much work to be done. The report contains extensive findings and recommendations for five major areas including policies, students, teachers, resources and the community. Arts Education Council Seeks Nominations
The Arts Education Council of Americans for the Arts is currently seeking nominations for new council members to serve for the term from January 1, 2008 through December 30, 2010. Nominations close October 9th.  Councils at Americans for the Arts are formalized advisory bodies that represent critical sectors of our constituency. Americans for the Arts provides dedicated research, professional development, advocacy, visibility, and partnership opportunities to inform and affect arts practice and policy in America.  For more information, click here

Kennedy Center Creative Ticket Award Winners Announced
The Kennedy Center announces that five schools are being recognized as a Creative Ticket National School of Distinction for the 2006-2007 school year. The award recognizes schools that have done an outstanding job of making the arts an essential part of the education of their students. Each school will receive a cash award to support their arts education program:  Glacier Valley Elementary School (Alaska), Gocio Elementary School (Florida), Howe Hall AIMS (South Carolina), Kensington Parkwood Elementary School (Maryland), and Northside Elementary School of the Arts (South Carolina). Kennedy Center also congratulates the following Alliances for their work in assisting these schools: Alaska Arts Education Consortium, Florida Alliance for Arts Education, Arts Education in Maryland Schools Alliance, and South Carolina Alliance for Arts Education.

California Arts Day - October 5, 2007 
The California Arts Council promotes the seventh annual California Arts Day on October 5, 2007, the first Friday of the month, coinciding with National Arts and Humanities Month. This year's theme is "California Comes Alive with the Arts."  The CAC's goal is for Californians to explore what's offered by local arts organizations during the California Arts Day weekend and to demonstrate the role and value of arts and culture throughout our state. Defying Gravity: California Educational Theatre Association Conference

CETA TCAP Elementary Day is October 13
TCAP is honored to provide a special session for elementary teachers on October 13, 2007 at California Educational Theatre Association's Annual Conference. All fees from the session go directly to CETA to support the educational activities of the association.  The goal of this interactive day is to introduce the elementary teacher to the many ways they can begin to approach teaching standards-based theatre content and skills in their classroom. CDEA 2007 Regional Conferences: "Dance Education in California -Today"
Conferences include tracks focusing on the needs of K-12 and higher education dance educators, as well as elementary classroom teachers seeking assistance addressing state dance standards. The Northern California conference takes place in San Francisco on October 13, 2007 at San Francisco State University. Flintridge Foundation Offers Scholarships to CAN Conference
The Flintridge Foundation is pleased to offer a limited number of scholarships to attend the 16th Annual CAN Conference, Building Strong Nonprofits at The Center at Cathedral Plaza in downtown Los Angeles on October 24-25, 2007. CAN will offer a lineup of 25 workshops over the two days. This is an amazing opportunity to interact with hundreds of nonprofit professionals and volunteers gathered to connect, share resources, take workshops, debate hot issues facing the sector, and shop for books and other products and services needed to move their missions forward. How Local Systems of Arts Education Deliver High-Quality Arts Learning
A forum focusing on best practices and lessons learned from collaborative efforts to increase arts learning experiences for all children and youth within a region. The forum, presented in conjunction with the Guild’s 2007 Conference for Community Arts Education, will highlight recent findings from RAND Education’s study sponsored by the Wallace Foundation. RAND Education Director Dr. Susan Bodilly will discuss demonstrate processes by which organizations can work to enhance arts education in their communities.

Taking place Friday, November 9, 2007, 10:30am-12:30pm, at the Wilshire Grand Hotel in downtown Los Angeles.  Public school educators and administrators in California will receive complimentary admission to this special event.  Space is limited and you must register to attend. 2007 Conference for Community Arts Education to be Held in Los Angeles
The National Guild will be holding the 70th Annual National Conference in downtown Los Angeles from November 7-10, 2007. Designed specifically for community arts education leaders, the conference meets the networking and professional development needs of executive directors, trustees, program directors, and arts administrators. The program includes in-depth institutes, plenary sessions, site visits, networking events, and more than three dozen workshops, roundtables and panel sessions. In addition, there is currently a call for students to participate in performance showcases, which allow individuals to gain professional recognition for advancements in quality arts education. California Art Education State Conference, November 15-18, 2007
CAEA presents Art on Parade: Celebrate Creative Expression in Pasadena on November 15-18, 2007, with an emphasis on innovation in art education.  Registration includes standards based instructional workshops, keynote speakers such as artist Sandy Skoglund, exhibitors, student work, and more.  Opportunities for professional growth are available through Master Artist classes in a variety of disciplines. The conference includes a Digital Strand designed for digital Arts teachers with Tony Streit and video artist Bill Viola, Elementary Strand II sponsored by TCAP and created for generalist teachers to provide them with the creative links between the visual arts content standards and the rest of their curriculum, and an Administrative Strand that will present the latest research on the role of the arts in brain development as well as practical research-based solutions to art programming.  For additional information, including the entire conference program, classes, registration, hotel details and more, please click here or contact Jane Leese or Susan Wuerer.

Target Corporation Expands Student Field Trip Grant Program
Grants of up to $1,000 will be awarded to education professionals at U.S. K-12 public, private, and charter schools who are planning and leading field trips related to arts and culture, the environment, science, and civics or community service projects. Grants may not be used for salaries or equipment.  Deadline to apply: November 1, 2007.  For more information, click here.

Encourage Students to Enter the California Coastal Art & Poetry Contest
The California Coastal Commission invites California students in kindergarten through 12th grade to submit artwork or poetry with a California coastal, or marine, theme to the annual Coastal Art & Poetry Contest. Up to eight winners will be selected to win $100 gift certificates to an art supply or book store, and each winner's sponsoring teacher will receive a $40 gift certificate for educational supplies. Students may have their work featured on Commission webpages and materials. Entries must be postmarked by January 31, 2008 to be eligible for this year's contest. 2008 Music Center Spotlight Awards
The Music Center Spotlight Awards program is a nationally-acclaimed recognition and scholarship program for Southern California high school performing and visual artists.   The program is open to all students who attend high school in Los Angeles, Orange, Santa Barbara, Ventura, Riverside, San Bernardino and San Diego Counties. Performing Arts application deadline has been extended until Tuesday, October 9, 2007.  The Visual Arts deadline remains December 1, 2007.  For more information, click here.
